The applicant has submitted a preliminary plan for a variety of residential home products that will reflect a mixed-income community. The housing types will include large, medium and cottage-style single family lots, townhomes, and condo/loft configurations.
The proposed development is on 78.63 acres located on the north side of Baseline Road, approximately ¼ west of Highway 287. The plan includes 420 residential units, a 10 acre school site, and an additional 6.79 acres of public land dedication.
Two Planning Commission public hearings were held on November 28, 2017 and January 23, 2018. Planning Commission closed the public hearing after all comments were received on January 23.
The Planning Commission approved the Sketch Plan with conditions at their meeting on February 27, 2018. An appeal of this decision was considered by City Council on April 24, 2018, and was denied.
A two-part Preliminary Plan review will begin at the November 27, 2018, Planning Commission meeting. On November 27, 2018, Planning Commission continued the meeting to January 22, 2019.
On January 22, 2019, the Planning Commission continued the review of the 40 North Subdivision to a date uncertain in order to provide enough time to adequately review the proposal and provide enough time for the applicants to address issues identified by staff, the public and Planning Commission. Date uncertain means additional notice will be required when it does go forward including letters will go out to the neighborhood before the meeting, signs will be posted, and a notice will be in the paper.
Planning Commission held a second public hearing for this project at their April 23, 2019 meeting. The Planning Commission heard both staff and applicant presentations, public testimony, and asked questions of applicant and staff. The Planning Commission did close the public hearing and continued the meeting to May 28, 2019.
On May 28, 2019, Planning Commission approved the 40 North Subdivision Preliminary Plan/PUD and recommended approval of the Comprehensive Plan Amendment, Rezoning and Site Plan/Architectural Review. The applicant has 190 days to submit a Final Plan.
